The Uttar Pradesh government is accelerating the selection process for a master developer to oversee the establishment of the PM Mega Integrated Textile Region and Apparel (PM MITRA) park on the Lucknow-Hardoi border.

Under this initiative, the parks will be developed, marketed, and managed through a Public-Private Partnership (PPP) model. In coordination with participating states, the Ministry of Textiles, Government of India, has finalized a model Request for Proposal (RFP) and Draft Concession Agreement (DCA), officials announced on Thursday.

These documents will guide the selection of the master developer for the project. The draft bid document specifies that the project will be implemented using a Design, Build, Finance, Operate, and Transfer (DBFOT) model, with a concession period of 50 years.

The selected master developer will be tasked with designing the park’s layout, establishing essential infrastructure, and creating the complete textile ecosystem. The project aims to progress through a synergy of government support and private investment. Post-completion, the master developer will manage and operate the park, reverting ownership and operational rights to the state government and the overseeing Special Purpose Vehicle (SPV) after the concession period ends.

To bolster infrastructure development, the Central Ministry of Textiles will offer financial assistance of ₹500 crore in two phases. Additionally, a Special Purpose Vehicle—PM Mitra Park Uttar Pradesh Ltd.—has been established under the Companies Act to facilitate project execution.

The Yogi government will also provide an attractive incentive package for industries establishing operations within the park. This includes subsidies for land costs, stamp duty, capital investments, interest rates, power usage, employment generation, and freight costs. The mega textile park is anticipated to attract investments exceeding ₹10,000 crore and create over 100,000 direct and indirect jobs.

Furthermore, essential infrastructure in the surrounding region will be developed to encourage broader industrial growth, creating a favorable investment climate.

Rakesh Sachan, Minister for Micro, Small, and Medium Enterprises, noted that the master developer will be responsible for crafting a comprehensive master plan in accordance with global standards and SPV guidelines. The developer will undertake infrastructure development at their own risk and expense, in addition to marketing, operating, and maintaining the park.

Key facilities to be constructed by the master developer will include internal road networks, power distribution systems, water supply and wastewater treatment plants, plug-and-play infrastructure, factory sheds, incubation centers, common processing facilities, worker accommodations (prioritizing women workers), health centers, training and skill development centers, warehousing, and logistics hubs.

The RFP document and draft Concession Agreement are being finalized for submission to a committee led by the Chief Secretary, with the committee’s recommendations set to be presented to the Uttar Pradesh Council of Ministers for approval.

The PM Mitra Park project will be executed by a Special Purpose Vehicle (SPV), co-owned by the Government of India and the Government of Uttar Pradesh, with the state holding 51% equity and the central government 49%.

The state government will provide 1,000 acres of land for the project and develop external infrastructure, including four-lane road access, power, and water supply. The park will be situated on land from the Rehman Khera Agricultural Farm along the Lucknow-Hardoi border, leased to the SPV for 99 years at a nominal rate of ₹1 per acre annually.
