Opposition Walks Out of Kerala Assembly Over Toll Charges on KIIFB-Funded Roads

Published

on

On Monday, the Congress-led Opposition United Democratic Front (UDF) staged a walkout in the Kerala Assembly to protest a proposal to impose tolls on roads constructed with funds from the Kerala Infrastructure Investment Fund Board (KIIFB) and the slow progress of infrastructure projects managed by the agency.During the session, Opposition members requested a discussion on this issue through an adjournment motion, initiated by Congress member Roji M John. He remarked that after the ambitious projects like K-Rail and K-Fon, it seems we’re now facing “K-Toll,” all thanks to the KIIFB. Roji questioned, “So far, the KIIFB has completed projects amounting to only ₹18,000 crore after receiving ₹20,000 crore from the state treasury. What kind of alternative economic model is this?”

Responding to the adjournment motion, Finance Minister K N Balagopal clarified that the KIIFB had not made any decision on toll collection for roads, urging that there was no need to panic among the public. He stated, “There’s no reason to generate concern regarding tolls.”

The finance minister noted that the National Highways Authority of India (NHAI) already collects tolls on its projects within the state, which many perceive as a hint that the government may follow suit with KIIFB projects. He also mentioned that more revenue-generating initiatives would be undertaken via the KIIFB.

Leader of the Opposition VD Satheesan criticized the government, claiming it was attempting to impose a “triple tax” on citizens. He pointed out that the government is already collecting motor vehicle tax and has implemented a fuel cess, implying that adding tolls would burden the populace further. Satheesan also condemned the government’s decision to cut its plan funds by nearly 50% to repay KIIFB loans, warning that continued disregard for the issue could lead the state into a debt trap.

After the finance minister’s response, Speaker A N Shamseer denied the request for the adjournment motion, prompting the Opposition to walk out of the Assembly.
