Manipur Chief Minister Resigns During Ongoing Ethnic Unrest, Proposes Assembly Suspension
This decision comes in the wake of an ongoing ethnic conflict that has plagued the state since May 2023, intensifying tensions between the Meitei and Kuki-Zo communities.
In his resignation letter, Biren Singh expressed appreciation for the opportunity to serve the people of Manipur and acknowledged the support from the Central government in various developmental and security initiatives.
He also highlighted several key priorities for the state moving forward, urging the Central government to uphold the territorial integrity of Manipur, which boasts a rich civilization spanning thousands of years. His recommendations include a crackdown on border infiltration and the establishment of policies for the deportation of illegal immigrants. He called for a continued effort against drug trafficking and narco-terrorism, enhancement of the Free Movement Regime (FMR) along the Indo-Myanmar border with robust biometric measures, and expedited completion of border infrastructure projects in a timely manner.
Singh’s resignation comes after months of criticism regarding his management of the ethnic unrest that has led to over 200 deaths, significant displacement of people, and a deterioration of law and order in various districts.
The crisis in Manipur, which erupted in May 2023, stemmed from violent confrontations between the dominant Meitei population and the tribal Kuki-Zo groups, centering on issues like demands for Scheduled Tribe (ST) status, land rights, and security concerns. The turmoil has resulted in widespread arson, looting of weapons, and increased militarization throughout the state, alongside frequent internet outages and curfews imposed in conflict-affected areas.
Reliable sources suggest that Biren Singh has also proposed the temporary suspension of the Assembly with his resignation, though specific details regarding this proposal remain vague. If enacted, this could signal a phase of direct Central rule or a reassessment of governance strategies in the state.
Singh, a former footballer turned politician, has been the Chief Minister of Manipur since 2017 and was previously recognized for restoring stability in governance during his first term. However, his response to the current ethnic conflict has drawn criticism, with opposition parties and civil society groups calling for a more vigorous intervention from the Central government.
