Liquor Prices Set to Rise in Jharkhand: Government to Withdraw from Retail, Transfer Sales to Private Entities

Published

on

The Jharkhand government has announced its decision to withdraw from the liquor retail sector. As part of the new Excise Policy 2025, all liquor retail sales will transition to private operators starting from March 1.

The state-run Jharkhand Beverage Corporation Limited (JSBCL) will be limited to wholesale distribution. In conjunction with this policy change, the government plans to increase liquor prices, implementing an additional excise tax that will raise prices by Rs 5 to Rs 100.

Yogendra Prasad, the Minister for Excise and Prohibition in Jharkhand, shared with The Statesman that this measure followed an extensive departmental review. He expressed optimism that this transition will yield greater government revenue and enhance transparency in the system.

With the implementation of this policy, the government will eliminate its role in retail liquor sales, transferring control to private traders. A lottery system will be used for allocating liquor shops, with applications invited for selection.

In addition to traditional liquor outlets, the sale of alcohol will now be allowed in shopping malls, department stores, and model shops. Department stores exceeding 2,000 square feet will be permitted to designate 10 percent of their space for liquor sales, whereas malls larger than 50,000 square feet can establish dedicated liquor stores of 200 square feet. New air-conditioned model shops will also open, offering customers the option to consume liquor on-site.

As a result of the new policy, liquor prices are expected to rise. Specifically, liquor priced at Rs 90 will increase by Rs 5, while alcohol priced between Rs 91 and Rs 950 will see a Rs 10 increase. Those priced between Rs 951 and Rs 1950 will face a Rs 50 hike, and liquor exceeding Rs 1951 will become costlier by Rs 100.

Reactions from experts have been mixed. Some argue that privatization could enhance competition and convenience for consumers, while others worry that it may lead to unchecked price increases. The state government has opened the floor for public feedback on the new policy, accepting suggestions and objections until February 16, after which the policy will be formally enacted.

This new excise policy is poised to significantly reshape the liquor sales landscape in Jharkhand. The government’s choice to exit the retail segment stems from a departmental review and prior financial losses. Nonetheless, the anticipated increase in liquor prices could affect consumers. It will be interesting to observe the long-term impacts of this policy on state revenue, liquor traders, and consumers.
