Jharkhand Government Enhances Transparency in Land Revenue Issues, Directs COs to Explain Rejections

Published

The Jharkhand government has taken decisive steps to promote transparency and accountability in land and revenue-related issues. Land Revenue Minister Deepak Birua has issued a directive stating that Circle Officers (COs) are barred from arbitrarily rejecting applications from landowners based solely on technical grounds. Officers who fail to comply will face disciplinary action, and any rejections or objections must now be accompanied by a detailed written explanation of no less than 50 words.During a departmental review meeting at Project Bhavan on Tuesday, Minister Birua criticized the common practice of using technical glitches in the Jharbhoomi portal as a reason for application denials. He firmly stated that such excuses will no longer be acceptable and urged COs to act with fairness and efficiency in their roles. He also highlighted the necessity for improvements in modern record rooms, emphasizing that many landowners struggle with illegible Khatiyan prints and unclear scans. To address these issues, he instructed officials to enhance the quality of scanning and to provide translation services for documents written in Kaithi and Bengali scripts.

Additionally, the minister reviewed projects by the National Highways Authority of India (NHAI) and expressed concerns regarding the neglect of rural roads in light of Railway Over Bridges (ROBs) construction. He underscored the importance of proper planning to prevent ROBs from affecting local connectivity. Furthermore, he emphasized the need for timely compensation in land acquisition matters, holding NHAI officials accountable for promptly resolving any associated problems.

Departmental Secretary Chandrashekhar stressed the need to meet annual revenue collection goals and announced a review of underperforming circles to initiate corrective measures. He also instructed Land Reforms Deputy Collectors (LRDCs) and Assistant Commissioners (ACs) to oversee the special camps established for land-related services, ensuring a smooth experience for landowners.

During the meeting, Land Revenue Director Bhor Singh Yadav updated attendees on pending land mutation cases, online land rent payment systems, and land demarcation challenges. Senior officials, including Special Secretary Shashi Prakash Jha, LRDCs, Additional Collectors, and other key personnel, were also in attendance.
