Congress Accuses Manipur Governor of Breaching Article 174

The Congress party has accused Manipur Governor Ajay Kumar Bhalla of breaching Article 174 of the Constitution by failing to call the state assembly within the required six-month timeframe, labeling this as a “deliberate contempt of the Constitution.” Congress general secretary Jairam Ramesh emphasized that this failure to convene the assembly indicates a further decline of democratic norms in the conflict-ridden state, where law and order have deteriorated significantly.

Ramesh noted that the Manipur Legislative Assembly session was originally set to begin on February 10, 2025. However, just a day prior, Chief Minister N Biren Singh resigned, resulting in the session being declared “null and void.” The Congress party views this as a strategic move to avoid necessary discussions about significant governance issues, including escalating ethnic violence and the ongoing displacement crisis.

Ramesh highlighted that Article 174 of the Constitution explicitly states that no more than six months may pass between two assembly sessions. With that timeframe now exceeded, he argued that the governor’s failure to act is a clear violation of constitutional mandates that poses a troubling precedent.

He further stressed that the governor, as the state’s constitutional authority, is obligated to protect democratic processes and ensure legislative accountability but has utterly failed in this regard. Ramesh also referenced the Supreme Court’s August 2023 statement regarding Manipur’s “absolute breakdown of constitutional machinery,” arguing that it remains relevant as the state continues to face political instability, communal tensions, and administrative paralysis.

He accused the BJP-led government of intentionally circumventing legislative oversight by keeping the assembly from convening. The Congress party has been vocal in its criticism of the government’s response to the ethnic violence that erupted in May 2023, which has resulted in the deaths of over 250 individuals and the displacement of thousands. Ramesh asserted that rather than addressing the ongoing humanitarian crisis, the BJP government has concentrated on political strategies to maintain power.

A significant element of the Congress attack has been the absence of Prime Minister Narendra Modi in Manipur during this extended period of unrest. Ramesh reiterated that while the Prime Minister has traveled extensively both domestically and internationally, he has yet to make an appearance in the violence-affected state. “The people of Manipur are still waiting for their Prime Minister, who seems to go everywhere but Manipur,” Ramesh remarked, underscoring what he described as the central government’s indifference to the plight of the populace.

The Congress has demanded that the Manipur governor urgently convene an assembly session to uphold constitutional integrity and facilitate legislators in addressing the ongoing crisis. The party has also called for significant measures to restore normalcy, ensure justice for the victims, and hold accountable those responsible for the administrative failures.

Man Killed by Wife’s Lover in Andhra Pradesh, Son Raises Alarm

Andhra Pradesh: A 45-year-old man was killed by his wife’s lover in Annamayya district of Andhra Pradesh. The incident happened on Monday night in a forest area near Chowdepalli.

The victim, Gandhi from Tamil Nadu, had come with his five-year-old son to search for his wife. Police said the wife was in a relationship with another man named Narasimhulu.

Narasimhulu allegedly took Gandhi and the child into the forest. He and his aides then attacked Gandhi with a stone and killed him in front of the boy.

The frightened child hid in nearby bushes. After the attackers left, he stayed beside his father’s body the whole night.

At sunrise, the boy walked to a nearby village and informed locals. The police were alerted and started an investigation.

Woman Delivers Baby Girl on Train in Andhra Pradesh

Andhra Pradesh : A pregnant woman gave birth to a baby girl on a moving train in Andhra Pradesh. The incident ended safely with the help of railway staff.

The woman was eight months pregnant. She boarded the train with her family, believing she still had one month left for delivery. She was travelling from Chennai to Dhanbad on Train No. 13352.

After the train crossed Annavaram station, she began to feel labour pain. Her family members became worried and immediately informed the ticket examiner.

Railway staff member G. Jyothi responded quickly and helped the woman. Understanding the emergency, the train was given a special halt at Elamanchili station. An ambulance was also arranged.

The woman delivered a healthy baby girl on the train. After the delivery, both the mother and the newborn were shifted to Elamanchili Government Hospital in a 108 ambulance.

Officials confirmed that both the mother and baby are safe and healthy. The train was halted at the station for about 40 minutes to manage the situation.

Railway staff ensured privacy by asking male passengers to leave the coach. Their timely action helped ensure a safe delivery.

This incident highlights the importance of quick response and human support during emergencies.
