Chhattisgarh’s ‘GATI’ Budget Accelerates Inclusive Growth Through Historic Capital Expenditure and Tech-Driven Reforms
The budget anticipates a 12% growth in Gross State Domestic Product (GSDP), reaching ₹6.35 lakh crore, with a projected revenue surplus of ₹2,804 crore. Even with increased expenditures, the fiscal deficit remains contained at 2.97% of GSDP, compliant with FRBM norms. A particularly noteworthy aspect is the 18% rise in capital expenditure, which is set at ₹26,341 crore—comprising 16% of the total budget—marking a historical milestone focused on sustainable growth.
The budget provides substantial funding for agriculture and rural development, allocating ₹10,000 crore to the Krishak Unnati Yojana aimed at boosting farm productivity and ₹8,500 crore to the Pradhan Mantri Awas Yojana (Gramin) for improving rural housing. Additionally, ₹3,500 crore has been earmarked to offer free electricity for agricultural pumps up to 5 HP, providing relief to farmers. Urban renewal projects, such as the Mukhyamantri Nagarotthan Yojana (₹500 crore) and the Sabke Liye Awas Yojana (₹875 crore), aim to reduce the rural-urban divide.
The budget also emphasizes women’s welfare, with ₹5,500 crore allocated to the Mahtari Vandan Yojana for supporting economically disadvantaged women and ₹4,500 crore to the Mukhyamantri Khadyan Sahayata Yojana aimed at enhancing food security. New initiatives like the Siyan Care Yojana, which offers free health checkups, and the expansion of healthcare infrastructure with new hospitals in Sarona and Janakpur, as well as upgrades in Raipur, further enhance the health sector.
In a historic first, the government has allocated ₹2,000 crore for road construction under the Public Works Department. Rural connectivity is also being strengthened with ₹845 crore for the PM Gram Sadak Yojana and ₹500 crore dedicated to connecting Particularly Vulnerable Tribal Groups (PVTGs) under PM-JANMAN. Enhancements in air connectivity are anticipated with viability gap funding for flights from Bilaspur, Ambikapur, and Jagdalpur, as well as improvements to regional airport infrastructure.
Emphasizing digital innovation, the budget introduces the Atal Monitoring Portal to oversee project progress and allocates ₹48 crore for the digitization of land records through e-Dharti. A new state data center (₹40 crore) and improved mineral management systems (Khanij Online 2.0) aim to increase transparency. To foster industrial growth, the Single Window 2.0 portal will simplify approval processes, supported by a tripled budget for the industry department focusing on textiles, semiconductors, and AI sectors.
Investments in educational infrastructure are substantial, including the establishment of 12 new nursing colleges, 6 physiotherapy colleges, and 25 Centers of Excellence. Mobile science labs, homestay tourism initiatives in Bastar-Surguja, and ₹220 crore allocated for Naxal-affected districts further highlight the commitment to tribal development. The introduction of a Sickle Cell Institute and ART facilities for couples experiencing infertility underscores the modernization of healthcare services.
The budget also features ten innovative schemes, like the PM Surya Ghar Free Electricity Scheme for solar-powered homes and the Atal Sinchayi Yojana aimed at finishing stalled irrigation projects. Initiatives focused on youth, such as the Student Startup and Innovation Policy and skill development programs in collaboration with the National Stock Exchange, are designed to promote entrepreneurship.
Upon its presentation, the budget quickly gained attention on X (formerly Twitter) with over 6,196 mentions tagged #CG_Budget_GATI by 5 PM, particularly resonating with the youth who commended its focus on digital transformation, infrastructure, and governance reforms. The theme emphasizing Good Governance, Accelerated Infrastructure, Technology, and Industrial Growth struck a chord, with many highlighting initiatives like the Atal Monitoring Portal and the tripled industrial budget.
While business leaders praised the infrastructure and tech-driven reforms, State Congress President Deepak Baij criticized the budget as a “hollow document” that overlooks education, employment, and agricultural needs. He argued that the government has failed to address youth unemployment and farmer welfare while prioritizing “Modi-centric rhetoric” over local issues, pointing out the absence of provisions for tribal communities, who make up 32% of the population. Baij also condemned the lack of new universities and initiatives that would add value to forest-based industries, a vital sector in Chhattisgarh.
In rebuttal, senior BJP leader Shrinivas Maddi defended the budget as a “roadmap for long-term prosperity,” highlighting record capital expenditure and healthcare modernization efforts. He emphasized the importance of transformative projects, such as investments in semiconductors and the Student Startup Policy. “This budget is a bridge to Chhattisgarh’s future,” he stated.
Finance Minister O P Choudhary affirmed that the Atal Nirman Varsh budget serves as both a tribute to Atal Bihari Vajpayee’s vision and a strategic blueprint for Chhattisgarh’s progress. “From farm gates to tech hubs, this budget lays the groundwork for inclusive and sustainable growth,” he asserted.
With a keen emphasis on efficient governance, job creation, and regional equity, the 2025-26 budget embodies Chhattisgarh’s aspirations to emerge as a model state, not just within Central India, but for the entire nation. As Chhattisgarh commemorates its Silver Jubilee, the GATI budget could signify a pivotal shift towards innovation and industrial growth, while retaining the welfare-oriented spirit central to the state’s developmental journey.

Three Burned Alive as Car Falls from Bridge in Gujarat’s Rajkot
Gujarat: A tragic accident claimed the lives of three people in Gujarat’s Rajkot district on Monday.A car fell from a bridge and caught fire, killing all occupants on the spot.
The incident occurred on the Gondal–Atkot highway.The car was travelling from Chhota Udepur towards Gondal.
According to reports, the vehicle hit the bridge’s safety barrier.After the collision, the car fell nearly eight feet into a small stream below the bridge.
Soon after the fall, the car caught fire.The occupants were trapped inside the vehicle and were unable to escape.All three were burned alive and died at the scene.

Police and fire personnel rushed to the spot after receiving information.The fire was later brought under control.The bodies were recovered and sent for post-mortem examination.
The exact cause of the accident is under investigation. Further details are awaited.

Girl Records Reels Inside Jail, Video Sparks Debate
Bhopal: A young woman has come under public attention after recording reels inside a jail while meeting her boyfriend.
The incident happened at Raipur Central Jail in Chhattisgarh, which is known for high security. Mobile phones are strictly not allowed inside the jail. Despite this rule, the woman carried her phone into the visitor room.
She recorded videos while talking to her boyfriend during the meeting. In the video, she speaks emotionally about visiting him on his birthday. She says she feels sad because she cannot stay with him on his special day.
After the meeting, she uploaded the video on her social media account. The video quickly went viral on different platforms. The inmate seen in the video is identified as Tarakeshwar.
He is currently lodged in Raipur Central Jail. He is an accused in a case under the NDPS Act. The incident has raised serious questions about jail security.

People on social media are criticising jail staff and officials. Many users are asking how a mobile phone was allowed inside the jail.
They are also questioning the checking process at the jail entrance. So far, jail authorities have not given any official reaction.

MBBS Student Alleges She Was Drugged, Raped by Friend in Delhi Hotel
New Delhi: An 18-year-old MBBS student has accused a 20-year-old male friend of drugging and sexually assaulting her at a hotel in Delhi’s Adarsh Nagar area. The alleged incident took place on September 9, police officials said.
According to the complaint, the accused, who is also a medical student, invited the woman to “Hotel Apple” on the pretext of spending time together. Once there, he allegedly gave her a drink laced with drugs and then raped her.
The survivor told police that the accused recorded obscene videos and took pictures during the assault. He later threatened to make the content viral if she reported the incident.
The woman, a native of Jind in Haryana, is currently staying at the hostel of Baba Saheb Ambedkar Medical College in Rohini, Delhi.
Based on her complaint, police have registered a case under relevant sections of the Indian Penal Code. A search is underway to locate and arrest the accused, officials added.
In a separate case earlier this month, a school manager in Uttar Pradesh was arrested for allegedly raping a Class 8 student. In February, a tuition teacher in Delhi’s CR Park area was accused of repeatedly raping a 15-year-old student over three years and threatening her with blackmail.
