Strongly condemning the brutal April 22 terrorist attack in Pahalgam, the parliaments of the ten BRICS nations have committed to a zero-tolerance policy against terrorism.

The 11th BRICS Parliamentary Forum convened in Brasilia, Brazil on June 4–5, with representatives from all ten member countries, including India. The Indian delegation was headed by Lok Sabha Speaker Om Birla, accompanied by a high-ranking parliamentary team.

The countries represented at this year’s forum were India, Brazil, Russia, China, South Africa, Iran, the United Arab Emirates, Egypt, Ethiopia, and Indonesia. Delegates from these nations actively contributed to the discussions and played a pivotal role in formulating the joint declaration.

Following extensive discussions, a consensus emerged on important global issues, including the responsible use of Artificial Intelligence (AI), global trade and economic matters, inter-parliamentary collaboration, and global peace and security.

India’s perspectives were well received and seamlessly incorporated into the final declaration, particularly its robust stance on counter-terrorism. India unequivocally denounced all forms of terrorism and strongly advocated for a unified zero-tolerance approach against it.

Birla emphasized the necessity for collaborative efforts to cut off financial support to terrorist groups, enhance intelligence sharing, prevent the misuse of emerging technologies, and promote joint investigative and judicial processes.

India’s leadership was specifically acknowledged, and BRICS parliaments affirmed that active involvement from all member nations is vital for sustaining global peace and security. In his address, Birla articulated India’s firm position on key issues, reiterating Prime Minister Narendra Modi’s commitment to a strong and appropriate response to terrorism, particularly in the context of global cooperation, a fair international order, technological innovation, and democratic dialogue.

At the end of the conference, India was designated to host the 12th BRICS Parliamentary Forum next year, and the Lok Sabha Speaker was formally entrusted with the chairmanship. India will take on a proactive role in fostering cooperation among BRICS parliaments and addressing shared global challenges.
